Ephraim will return to Egypt.

"Ephraim ... shall return to Egypt." Hosea 8:11-13, 9:3

Ephraim will not return to Egypt.

"Ephraim ... shall not return into the land of Egypt." Hosea 11:3-5

Solution:

Ephraim shall not return. The skeptic left off the last part of verse 5 in Hosea 11:

“He shall not return into the land of Egypt, but the Assyrian shall be his king, because they[Ephraimites] refused to return.”

Because they did not return to Egypt after Hosea 8, the Ephraimites would not be allowed to return, but rather would have an oppressive king over them.

"And Jacob called unto his sons, and said, Gather yourselves together, that I may tell you that which shall befall you in the last days... Dan shall judge his people, as one of the tribes of Israel. Dan shall be a serpent by the way, an adder in the path, that biteth the horse heels, so that his rider shall fall backward. I have waited for thy salvation, O LORD." Genesis 49: 1, 16-18
