The skeptic's confusion:

Long hair on men is encouraged.

"No razor shall come upon his [a Nazarite's] head. He shall be holy, and shall let the locks of the hair on his head grow." Numbers 6:5

"For, lo, thou shalt conceive, and bear a son [Samson]; and no razor shall come on his head: for the child shall be a Nazarite." Judges 13:5

"I will give him [Samuel] unto the Lord all the days of his life, and there shall no razor come upon his head." 1 Samuel 1:11

Long hair on men is shameful.

"Doth not even nature herself teach you, that, if a man have long hair, it is a shame unto him?" 1 Corinthians 11:14

Explanation:

The Nazarite vow was the only time that it was acceptable for Jewish men to grow their hair long. It was a point of shame to them in the world’s eyes, but it was holy before God. What made it holy was the fact that the Nazarites did not cut the hair, but left it as God had naturally created it. This ordinance, required of them for the vow, was in itself a test of devotion to God-- to not give in to peer pressure. None of the requirements of the Nazarite oath were stylish in their day and age; they rather symbolized a separation from the world, as a man truly dedicated to God’s mission.

So, long hair on men is only acceptable, from God's perspective, if a solemn Nazarite oath is taken.

"And Jacob called unto his sons, and said, Gather yourselves together, that I may tell you that which shall befall you in the last days... Dan shall judge his people, as one of the tribes of Israel. Dan shall be a serpent by the way, an adder in the path, that biteth the horse heels, so that his rider shall fall backward. I have waited for thy salvation, O LORD." Genesis 49: 1, 16-18
